Signing up for Instagram is a prerequisite to using Threads, with Zuckerberg's goal being to attract half a billion users.
After logging in, your Instagram handle and followers carry over to Threads. If your Instagram account is verified, your Threads account will be too.
But remember, if you want to delete your Threads account, you'll also have to delete your Instagram account.
